I just have a short story about my neighborhood. This kind of thing is not atypical where I live.
I was walking on the sidewalk with a friend in my busy neighborhood, which is as close as possible to the center of the University of Washington. We saw a car pull next to another car parked on the road. The driver got out, smashed open the window of the parked car, grabbed something (a laptop?) and drove away.
I wanted to get the license plate to report them to the police so I ran after them. Fortunately they got stuck in traffic because of a construction vehicle doing work for the city blocking the road, and I caught up with them two minutes after they tried to get away. I got the plate number and a good look at both driver and passenger as they were stopped at a light.
We called the police and gave a report.
If I had things to do over, I would have gotten the attention of other people who were driving and waiting at the red light and signaled for all of them to call the police on that car. Maybe one of them would have been comfortable slowing following it and telling the police where this car was going, and they could have been caught.
I hate seeing trouble in my neighborhood.
